Abstract
My chapter is about what kind of higher education system the UK will need in the 21st century and what that will mean for the relationship between universities and the regulatory system. In order to comment on what that will mean, I identify the key elements of change affecting the relationship between universities and their constituencies – their students, industry, the government and society at large, the barriers to the realisation of the kind of system which would be beneficial to the UK, and the challenges that both present to the regulators.
