Less is More?

Abstract

Despite the lip-service paid, the objective of rational, measured and full consideration of proposed legislation is not one that all participants in the process of making the law share. The motto of ‘legislate in haste, repeal at leisure’ is one which post-war governments of all complexions have adopted. But to both the technocrat and the democrat the present approach of Parliament to the task of legislating is one which evokes a strong sense of disappointment and pessimism about the possibility of radical reform.
