Abstract
The management and provision of water resources has become increasingly important in western European societies, with concerns over social equity, public control and private profit providing a focus for consumer action groups and citizens’ protest movements. However in Britain, France and Germany, central government plays only a limited role in supply and regulation; rather, the sector is characterized by decentralization, privatization, and internationalization.
