The military and political challenges faced by exile armies are unique to the circumstances they find themselves in. Most exile armies, however, by dint of these circumstances face a common set of issues that impact on the political and military context shaping their role and their operational effectiveness. These issues include legitimacy, factionalism, ideology, relations with the host or sponsoring country, manpower problems and operational effectiveness.
