Abstract
Given the extent of the US anti-crop BW programme and current concerns over the proliferation of this form of warfare it would therefore seem appropriate to consider how international regimes might be strengthened so as to reduce the risks posed by proliferation. With the possible exception of the BW programme in Iraq and the BW programme in the former Soviet Union, developments in anti-crop BW took place in the countries described in this study prior to the revolution in biotechnology. However, concern surrounding the problem of proliferation must now address the likelihood that pathogens used in illegal present or future anti-crop BW programmes may have been subject to genetic manipulation.
