Regional Scrutiny: Accountability in Network Governance
Strategic co-ordination in the English regions is recognisably an executive activity. In so far as the English regional tier has any power to make and implement decisions, and to constrain the behaviour of other political actors, strategic co-ordination is the means to doing so. However, the new governance of the English regions is also derived from the heritage of democratic forms of government within the United Kingdom. In its desire to establish its legitimacy and validity, it has drawn on forms and structures from democratic tiers of government to a considerable degree.
