Devolution is a Process Not a Policy: The Three Pillars of English Regional Governance
The previous chapter, whilst arguing for pressures towards regionalisation from within New Labour, also serves to illustrate the party’s lack of a coherent policy on the English regions. This chapter argues that, despite the range of origins and impetuses, their emerging structures of Regional Chambers, forums, commissions and executive agencies constitute a system of governance in the English regions. This system is characterised by policy themes that run across the current government. It is the outcome of the combination of contingent developments and political pressures, and has developed in strong affinity with the wider trends described in Chapter 4.
