Abstract

This chapter presents the findings of the global survey of the aid restrictions taken by the four selected donors in the first half of the 1990s. It is presented in four main sections. First, a preliminary section provides background information on the institutional procedures and key actors involved in decision-making processes for each donor. The second section then presents the empirical findings of 29 country cases where one or more donors have implemented aid restrictions, including the grounds on which sanctions have been imposed. Third, a comparative analysis is carried out, highlighting the similarities and differences in the practices of the four donors. Finally, a summary of the empirical. findings is provided.
