Abstract

This chapter evaluates the political aid programmes of the four donors. As a preliminary point let me make clear that an impact evaluation is not attempted here, given that an assessment of the impact of donor policies in terms of modifying, reinforcing or accelerating patterns of political change requires detailed country case-studies. Rather, an evaluation is undertaken of the general contribution to democratic development of each donor’s political aid programme. The methodology is first outlined, then the evaluation provided. The findings are then utilised to reflect on outstanding research questions.
