Abstract
The representation and relations of the Community with Third World countries concerning development cooperation depend on the division of powers between the Community and its member states in the field of external relations. Complexity and dispute over the scope of the Community’s external powers derive from the absence of clear provisions in the Treaty regarding the Community’s treaty-making powers. In relation to Third World countries, we may ask who is competent for what, and to what extent the competence is exclusive or concurrent. The problem is that the Treaty does not confer upon the Community a general external competence at all.
