All elections take place in a framework provided by a combination of law, regulation, tradition and habit. European elections are no different in this respect; but the framework within which they take place is rendered more complex by the fact that, as pointed out in Chapter 1, the elections take place in both a European and a national context. This chapter describes both frameworks.
