Indicators compare an ideal world with the real world. In the field of fundamental labour rights, the ideal world is represented by freedom of association, freedom from forced labour, freedom from child labour and freedom from discrimination as enunciated by the International Labour Organization. The real world is represented by the extent of countries’ adherence to these freedoms and the degree to which they implement them in practice. A gap is the distance between the ideal and the real world.
