Abstract

If the deterrence approach towards cash-in-hand work is relatively ineffective at preventing engagement in the underground sector and has the unintended consequence of hindering the continuation of those activities that cement and develop social capital, especially in deprived populations, then the question that begs an answer is the following. What alternative approach could be adopted towards cash-in-hand work? In this chapter, one possible answer is explored, namely a laissezfaire approach.
