Policy-making in a Wider Context
The national context has provided a crucial external framework for SPD European policy. As a relatively pluralistic Volkspartei (catch-all party), the party is an intricate network in terms of its organisation and the various groups that influence its European policy, and is relatively porous to a wide spread of interests within Germany and, to a lesser degree, Europe. Chapter 4 will, thus, concentrate on central actors and structures that have influenced the development of SPD European policy.
