The Shape of Things to Come: Scenarios and Their Policy Implications

Abstract

The previous chapter examined separately the four components (institutional arrangements, financing instruments, financial mobilization, types of developing countries and political viability) of the scenarios for the future of development finance. This chapter develops the scenarios and examines their policy implications. The result is a framework for strategic choices to help explore alternative paths for the evolution of the international development financing system. To begin this examination, it is useful to outline briefly the interactions between these four components, and in particular how the various financing instruments relate to the categories of countries according to their resource mobilization capabilities.
