Abstract

‘Letting local people decide’. ‘Local democracy’. ‘New localism’. Any phrase with ‘community’ in it (except ‘community charge’1). They all sound as good as motherhood and apple pie. Therefore governments of all complexions say that they are in favour of all of those things. They would not say so if they did not expect to get plaudits from the electorate. Which they do.
