Abstract

This chapter deals with the impact of the PROGRESA programme (Programa Educación, Salud y Alimentación, or Programme for Education, Health and Nutrition) on communities experiencing substantial change derived from rural economic restructuring. At the time of writing, this programme delivered cash and services to 2.6 million families in 56 000 isolated Mexican rural communities, for an approximate total of 16 million persons. My findings derive from field research and from a concern with the significance of this programme for the well-being of families and communities.1 Other analyses focus on PROGRESA from the perspective of its design and objectives. This text provides a contrasting ‘ground-level’ perspective, which should serve to assess and modify its strategies concerning the beneficiary population. PROGRESA is, in budgetary terms, but one small part (approximately one-seventh) of the social programmes of the Ministry for Social Development in Mexico, and less than 1 per cent of total social expenditure.2 It is necessary to explain why such a small programme merits special attention.
