Abstract

Important elements in a democratic society are transparency and consultation of those that are affected by policy-making of governmental authorities. Transparency is essential for those affected by a given policy to be informed of action to be taken, and consultation matters because it is considered to be an important way of guaranteeing endorsement of the policy by those who will be affected by it — also in terms of peaceful cohabitation between the various groups affected in different ways.
