Abstract
Ports have made the greatest progress of any mode of transport towards the development of public—private partnerships. This has accelerated since the mid-1980s in response to organisational restructuring and labour reforms, so that the concept of the landlord port, acting as the umbrella for a host of private concessions, is now well established in most European countries.
