Abstract
Over the last 20 years there has been a significant reallocation of responsibility for transport infrastructure, including the devolution of power to local authorities and autonomous public bodies, the emergence of the European Union as an important player, and the growth of private finance. These changes have had an important influence on the way which transport infrastructure is planned and managed.
