Abstract

The Uruguay Round of multilateral trade negotiations was an attempt to negotiate a ceasefire in the Farm War, but it was also the largest and most complex international economic negotiation ever attempted. Only the Single Undertaking made it possible to contain so many issues and states within one negotiation. The Single Undertaking also ensured that this time agriculture could not be forced off the GATT table.
