Abstract

The integrated Europe that overcomes conflict will be one in which there are commonly accepted ground mles of economics, politics and society, with an adequate legal basis and enforcement mechanisms. We divide these ground mles, in the next two chapters, between the domains of economics and security.

The age of chivalry has gone. That ofsophisters, economists and calculators has succeeded; and the glory of Europe is extinguished for ever.

Edmund Burke, Reflections on the Revolution in France, 1790.
