Abstract

In January 1994 Prime Minister Ciller said ‘1994 must be an important turning point in the struggle against terrorism’ (Milliyet). The Turkish government certainly began the year with determination, as its armed forces launched attacks against ARGK strongholds in south-eastern Turkey, and also cross-border ones into northern Iraq, where a large number of ARGK guerrillas had both sanctuary and bases. Zala remained the main base, and according to Turkish sources it housed 1600 guerrillas, including the much-photographed 400 women fighters.
