Abstract

The Government attack on UNITA in Lubango came like a bolt from the blue. We had all feared some kind of Government offensive, but not in Lubango, of all places. Lubango was the one provincial capital in which the joint commission was working best. The UNITA and Government counterparts treated one another almost as friends and frequent meetings of the local Joint Military Verification Team (CMVF) were held in the UNAVEM compound.
