Abstract

The USA is central to the global drug problem in every field, being by far the largest consumer, thereby generating the lion’s share of the world’s $500 billion drug turnover. There are believed to be 3 million regular cocaine users, of whom half may take crack, and between 600,000 and 800,000 heroin addicts.1
