Abstract
Introducing organizational theory into the analysis of the World Bank, one risks appearing to excuse its performance as a function of the perversity of large bureaucracies, a quirk of the organizational type. This chapter and the two that follow put forward an organizational analysis that deals not with bureaucratic quirks, but with the form and substance of the World Bank’s role in the global economy. The contribution of organizational analysis begins with the premise that organizations are not only created entities and tools of their creators, but also social entities, holding to values and priorities and working to preserve themselves and advance their own interests.
