Abstract

Like the liberal economic approach, an historical and critical approach links social groups, the forms of states and state policies, and international institutions or world order. This perspective also provides concepts and theoretical claims which explain the role of the state in India during the period of state-led planned development and during the transition to the promotion of market relations and liberalized communications policies. However, the portrayal of these shifts and the implications for Indian communications, India's democracy and India's international role are significantly different from those of the neo-liberal account.
