Human Development Achievements in an Indian State: A Case Study of Kerala

Abstract

Fifty years after Indian independence, hundreds of millions of India’s people continue to live in conditions of terrible poverty, deprivation and social and economic inequality. In this depressing half-century record, the state of Kerala stands out as something of an exception; it is a state where important progress has been made with respect to land reform and in overcoming caste and gender inequality and health and educational deprivation. Kerala’s accomplishment shows that the well-being of the people can be improved, and social, political and cultural conditions transformed, even at low levels of income, when there is appropriate public action.2 In Kerala, the action of mass organizations and mass movements against social, political and economic oppression and the policy actions of governments have been the most important constituents of public action.
