Abstract
In this chapter and the next, instead of embarking upon another analysis of routine decision-making, the influence of the Prime Minister is examined during a period of crisis. Periods of crisis policy-making have been chosen, because they concentrate most clearly the issues at stake in the policy process and clarify the interests of the actors present. As one of the most central of these actors, the role and influence of the Prime Minister will be put into relief.
