Abstract
At the close of the twentieth century Cuba was an anomaly. It was one of only a few remaining Communist ‘vanguard party’ systems without relations with the United States, the sole global hegemon since the precipitous collapse of the Soviet Union. Indeed, in the 1990s the United States tightened the embargo.
