Abstract
Ironically, direct democracy antedates parliamentary democracy in Hungary. Seeking to enhance the regime’s legitimacy, the authoritarian single-party parliament passed a bill on referendums and popular initiatives in June 1989, even before the constitutional amendments introducing democracy were enacted (October 1989) and the first free elections were held (March/April 1990). Direct democracy was, however, quite alien to Hungarian political traditions. Concepts of direct democracy appeared for the first time during the 1848 liberation struggle and revolution, but succumbed to the idea of representative democracy. During the 1890s the idea of direct democracy was discussed again from a very critical point of view. It was seen as an undesired alternative to representative democracy (Nagy and Tamás, n.d.).
