Abstract
The Soviet Constitutional Oversight Committee was, by all accounts, a failure. It existed for only two years and during its tenure was not involved in the successful resolution of those constitutional disputes that did arise. Not only did politicians not seek to involve it in the resolution of political conflicts in 1990–91, but when a decision was issued, the committee’s recommendations were most often ignored. Why?
