Abstract
Chapter 10 brings together our theoretical framework and empirical conclusions to consider how best to interpret and explain global tobacco policy change. It considers theories and approaches that address one or more aspects of the policy processes we describe – such as institutional change, governance, and federalism – and outlines in more detail some of the main theories of the policy process – such as punctuated equilibrium theory, the advocacy coalition framework (ACF), and multiple streams analysis – that attempt to explain the interaction between the five explanatory factors we identify. It provides two key conclusions that challenge us to be clear on the value of contemporary theories of public policy.
