Abstract

Pakistan has used agencies as an important tool of development since its inception on 14 August 1947 as an independent country after the end of British Raj in the Indian subcontinent. However, agencies created and reorganized after 1980 reflect a new trend. The number and types of agencies created during 63 years of history have been influenced by four major reform discourses: development administration, development enterprise, development management and development governance, each influenced by a distinct development paradigm dominant during different periods.
