Abstract

Throughout this story a recurring theme has been the adverse effect of the liquor licensing regime on the free operation of market forces in the integrated brewing industry. The system has repeatedly been cited as a barrier to entry and a constraint on competition. Yet until relatively recently the authorities refused to act.
