Abstract

Over the course of 2003, the Commission started an investigation into the licence fee funding of broadcasting organisations ARD and ZDF. The investigation and the subsequent negotiations between 2003 and 2007 are said to have been a particularly difficult process, which resulted eventually in an extensive list of commitments significantly altering the regulation of public broadcasting.
