Abstract

Security issues have always been at the core of Russian and Soviet policy discourse and policymaking. The — unachievable — quest for absolute security has been a strong and recurrent feature of Russian and Soviet foreign policy, making the identification of key security challenges a central part of official discourse. In the aftermath of the collapse of the Soviet Union, a certain vacuum was evident in the Russian security discourse, in the sense that no distinct external enemy was articulated. This vacuum, despite several relapses back to the West as a security challenge, was only properly filled by ‘international terrorism’ in the late 1990s.
