Abstract
This book is about political communication in a democratic polity. It analyses the communication processes in Swiss direct-democratic campaigns and their effect on the information processing or opinion formation of the citizen public. In other words, it deals with the formation of the will, the particular moment that precedes choice, in which the voters ponder different solutions before settling on one of them (Manin 1987: 345).
