Abstract
As discussed in the previous chapter, policy-making in German federalism is characterised by considerable complexity in the division of power between the federal government and the Lander; it is also a system characterised by constant vertical and horizontal negotiation, underpinned by a social and economic structure that has changed significantly since reunification. The aim of this chapter is thus to give us a clear picture of the framework within which partisan actors in the German Lander act.
