Abstract
This chapter introduces the broad contours of concepts relating to rules of origin. It explores why ROO are so important in having such a strong bearing on the outcome of international trade negotiations. The chapter aims at setting the context for the analysis by highlighting the conceptual ambiguity that envelopes this trade policy instrument in developing countries in general and India in particular. It offers fresh insights into the conceptual foundation of ROO and departs from the conventional approach towards the subject, by putting the developmental aspects to the core of its analysis as a commercial policy instrument.
