In 2008, EURIM, a UK-based group that ‘brings together politicians, officials and industry to . . . support of the creation of a globally competitive, socially inclusive and democratically accountable information society’ (EURIM, 2009) released a report entitled, ‘How to Achieve Citizen-Centric Service Delivery: Let the People Speak’.
