Abstract
In this chapter we will address structural change over time in the Norwegian state apparatus by focusing on specialization. Changing the principles and practice of specialization will influence coordination and steering in the public administration and will affect whether various aspects are viewed together or separately. What gets attention and what is ignored or neglected in the state apparatus changes when the specialization of the apparatus changes (Lægreid and Roness 1999).
