Abstract
Public procurement by government and state-owned enterprises is a significant sphere of activity that has considerable impact on an economy. It can stimulate economic growth and promote the development of local industry and expertise. Equally public procurement presents many opportunities for corruption and if not well managed, can result in inefficiency and higher costs.
