Abstract
The primary aim of Europe’s statesmen after the Battle of Waterloo had naturally been the reorganization and stability of the continent. From that base, the century which followed can be seen in separate halves, divided by the decade 1860–70. Before that time, there was growing emphasis on free trade while the impetus or imperial expansion weakened. Afterwards came the high tide of imperialism.
