Summary
This chapter analyses the European Union’s support for democratic transformation in Ukraine and points to an initial inconsistency between its declared goals and implemented policies. More recently the European Neighbourhood Policy (May 2004) introduced elements absent from earlier arrangements. European Union leaders can now offer additional integration incentives to Ukraine that should have a stronger impact on Ukraine’s democratic transformation.
