Abstract
Expectations and demands often arise that NGOs should be able to demonstrate features of ‘representativeness’, and that their ability to do so is frequently related to the legitimacy of the group in general and in particular to their right to participate in public policymaking (see Halpin and McLaverty in this volume). Raymond Plant1 has argued that
Once groups seek to have a direct influence upon the political process and once they are drawn into the circle of consultation over policy they are no longer seen as just civil society organisations, and it is appropriate and important for the health of democratic policy making that searching questions are asked about representativeness and accountability.
