Abstract
Since 1946, when the Turkish political system made a first transition to democracy, the Turkish university system has often been one of the focal points of political debate. The stakeholders include the universities themselves, the Inter-university Council, the Committee of University Rectors, the Council on Higher Education (CHE), the Ministry of National Education (MNE), the Council of Ministers, the President of the Republic, parliamentary parties, professional associations, graduate associations of various universities, representatives of various types of high schools, as well as a host of others. Not only are they often pitted against each other in this complex power game, but many are divided among themselves as well. To the outside observer, the difficulties encountered in operating a university system may appear to be somewhat unusual. To those familiar with the context and the tradition of higher education that has prevailed since the beginning of Ottoman modernisation, they probably seem natural.
