Abstract
In this book we compare and contrast the autonomy, control and internal management of agencies across states and agencies, and attempt to explain these similarities and differences. We examine whether, and how, specific factors affect their autonomy, control and use of management techniques. These explanatory factors and their importance are linked to certain theories, that is, ideas concerning the relationships between independent and dependent variables and why the independent variables matter.
