Abstract
The aim of this chapter is to examine stateled trade and economic development strategies that both India and Singapore have pursued by using the information technology (IT) sector as a case study. Singapore has sought to invest in the provision of IT infrastructure in India to leverage1 on India’s vast human capital.2 While the Singaporean state has been able to expand its economic reach overseas and pursue its developmental goals through investments in IT Parks, the state in India has faced crisis of political legitimacy despite its apparent ‘success’ in developing the sector. In this regard, this chapter will examine Singaporean investment in the IT sector in the southern Indian states of Karnataka and Andhra Pradesh and consider the legitimacy of such technocratic and IT driven development strategies given the uneven nature of local level socio-economic development in these regions.
