Abstract
History and Constitution. The political status of Andorra was regulated by the Paréag. of 1278 which placed Andorra under the joint suzerainty of the Comte de Foix and of the Bishop of Urgel. The rights vested in the house of Foix passed by marriage to that of Beam and, on the accession of Henri IV, to the French crown. The sovereignty is exercised jointly by the President of the French Republic and the Bishop of Urgel.
